Timeouts affecting ratings
I feel that if a game finishes with a timeout it should not affect the players rating,this would stop players timing out on purpose to reduce their rating in order to play easier games. It would also not handicap players who have been unfairly timed out on.
This would solve the problem of team members being unfairly matched through timeouts.

The other problem you will face then is if a person is losing might time out on purpose when he has a losing game to not lose ratted point.
I was suggesting to have a cap of 200 point below our highest ratting that a player will not be able to drop. Like that the player who time out will lose point but not so much

If timeouts were not rated, I would timeout every game I am losing or drawing. Soon I'll dominate the rating lists! (the idea will not work)

Not correctly phrased
I mean: "everybody" would timeout one move before it is checkmate. This idea can get binned.

I agree you would dominate the ratings if you did that but you wouldn't win many games either as you would soon get out of your league and your rating would stagnate!
you would eventually have few wins and many losses and it is these stats that the team and league ratings are based upon.
