I disagree with the solution
In a regular game, after Qh6, never the move should be Nf4. In this scenario, the logical play should be Re8, as the Knight would be protecting the King and the Rook would prepare the check.

No real reason for Nf4, but since white will mate regardless of what black does, there's no reason not to play Nf4.

I can accept that explanation, but in that case, the problem should contemplate the option of not moving the Knight, therefore, not allowing Qh8#

The solution is 2.Qh6 Black has no defense. It doesn't matter what piece he moves, White mates on the next move or the move after.
