Maybe an explanation: it could depend on the "defense variation" the computer submits to you.
I mean sometimes I find puzzles quiet easy, but when I play it again facing another possible defensive move, I do not find it easy at all.
Then, I sometimes give one more star after that happens.
But maybe I have strange solution to explain that!

Many variables!
I hadn't thought of that one jerofpara but is a very good possibility. I surmise that only those that succeed in solving the puzzle actually rate it. Anybody that doesn't solve it, how can they know it's less than five stars? Those that do solve this level of difficulty may have a rating a 2100 or above and find it moderately challenging.

Another possiblility
Is it possible that those who do not solve a puzzle like this leave without rating the puzzle and the gameknot statistical program take that to mean zero stars?

I also rate many times after seeing the solution using hints. Even if it took me too much trouble to solve myself, i can still judge the difficulty of it. And of course i will give more stars than a 2100 rated person

Zero Stars
I think you are right and the program takes the number of ratings to be those that have at least one star to get an average.
