h3 is a must since the pawn isn't to be too quick - otherwise the Q still can get line 7 at the critical moment to prevent checkmating by the Knight (it means it's needed for just to keep the determined number of moves). I've admired the puzzle greatly, and am thankful for the Creator!

Black cannot make any captures. Ra8 is met with Ra8#. Qg8 is met with Nc7#. Whites rook wants to get to the first rank in one move but black queen jumps back and forth between g3 and g7. The h pawn relieves the black queen of her dual role. She must either no longer guard c7 or get off the g file.
