Hi!
What you have said is like a puzzle for me... maybe because I knew nothing about the criteria of judging these things, but you as a "Human Chess Encyclopedia", I'm sure you are certainly correct. (In my opinion - If the difficulty of solving a puzzle is relatively equal to its content then, judging the content is judging the difficulty?)

You can have very much difficulty in finding something, but then it is up to you to judge whether what you have found, was worth all the trouble

this does not seem like first prize material to me. Then again it was 1895.
