what is wrong with last move Re1#, or have Rh1+ be the 2nd move (instead of the third)?

You can't move the rook, it's pinned by the queen.

Re1# is impossible because the rook is pinned by the opponent's queen.

If you do Rh1+ as the 2nd move, you don't have a forced mate in 5, the king can move to g1 after 3.Qh4+

@beans1993
Even if the Rook on e6 would not be pinned by the Queen, Re1+ would not be a mate, since the King can still move to h2

Perhaps you ended up in a different configuration to us (although I don't think there are any alternatives here), but Kh2 would not be possible if the Queen is on g2. (We're talking about the last move here right?)

Sorry for the confusion: the queen is on h3 before the last move (and not g2) and indeed Kh2 is not possible in that position. In my answer, i erroneously assumed the second-last move

the third move of black Rh1+ and the fourth Qxh3 is a nice and simple tactic in real games. Is there a name for this combination?
