If 2... Qd8, then 3. Qe3 is also winning.
If black tries to save the rook with 3... Rxb2, then 4. Rxe7+ wins straightforwardly. The king can't play either Kh8 (5. Qe5+ Rf6 6. Qxf6+ Kg8 7. Qg7#) or Kh6 (5. h4! and either Qd5# or Qxe7# next move whatever black plays). Therefore black's only choices are to block with Rf7, which leads to 5. Qd4+ Kg8 6. Re8+ Qxe8 7. Rxe8+ (Kh6 just loses the rook outright) or Qxe7 5. Qxe7+. Both these lines involve trading a rook for a queen and are clearly winning.
