I don't understand
I agree with sebabis. I can't figure out why black gave up the Queen. Why not use both Rooks plus Queen to strengthen the 7th rank?

Strengthening the seventh rank won't do any good, because Rh8 checkmates once the queen is on h5.

The checkmate, and therefore the weakness, is on the 8th rank, not the 7th. The Queen sacrifice is just a delaying move. If Black moves the g-pawn to prevent checkmate on the 8th rank, then the 7th rank becomes the weakness.

Explanation
White wants to mate on h8. There are two ways to do that, with the Rook d1-d3-h3 or with the Queen.

Once you see which square the Q needs to reach so that the Q can cover both h8 and f7, the rest is easy.
