Why not 3. f3?
The problem gives 2. ... Qf1 as the solution move. The threat is 3. ... Qg2# obviously, and the text 3. Qxc6+ removes that threat. 3. f3 cuts off the bishop move, though; if 3. ... Bxf3 4. gxf3 loses the bishop. 4. ... gfx3 and Black can queen the pawn eventually but not (I think) without significant loss after 5. Qg5/6 or Rg5.

Of course, my rating speaks for itself: what am I missing?
