limitation
The idea is limitation of choices for the King to cutoff it from any possible escape

Why is rook d1 not checkmate?
Am I missing something painfully obvious?

Because if 1 Rd1, then 1 ... Kxb2 and so on the king finds his way out

Another solution
I had trouble with this one, but not w/ mating in 3. Here's my solution:

Rook G6 -> C6 ... KxD2
QH2 ... KxE1
QE2++

Even loses the same 2 pieces.

Horaciux:
Black second move in your proposition must be
2 ... Kxa3,
and there's no way white can checkmate ir in the third.

jcdesign:

after

1 Rc6

Black mustn't follow tooking the rook but playing

1 ... Kb1!

and there's no way to give a checkmate in 3
