Why 3. Be3 and not, for example, 3. Re2 (protecting F2, E4 and C2)?

I would put my Queen on h5 threatening f3 , putting white in danger of # or losing pieces ,

Yes, amacivn. Qd3 is also good, forcing the rook back to e1 or else Qf1#. Then, Nf3+

2.g3 Nh4
3.Re2 Qd3
4.Re1 Nf3+
5.Kh1 Nxe1 and there's no stopping the mate at f1.

topazg, I thought 3.Be3 would be good so that the rooks could get connected.

Yeah, that all makes sense. I guess finding those continuations seems like a more interesting way of continuing the puzzle, as opposed to simply capturing a Queen which just feels like White gave up too easily - it's not as if either are going to prolong the inevitable for long
