There is a passed pawn on h4.

But after the Rook exchange white can play f5, preventing the pawn from promotion!
1. Kg6 Rg1+
2. Kh7 Rxg7+
3. Kxg7 h3
4. f5

Yes, you are correct. But the h pawn allows one of the other pawns to queen, such as

4.f5 exf5
5.Kg6 d4
6.Kxf5 d3
7.Bf4 h2
8.Bxh2 d2
