Why not 3. Rb5?

The pawn on f6 can still Queen unimpeded but now White is not forced to exchange rook for pawn, no?

Because then 4. Rxb2 loses for white.

1. ... Rh1+
2. Ke2 b3
3. Rb5 b2
4. Rxb2 Rh2+
5. Kd1 Rxb2
6. f7 Rb8

White can't queen, and black is up a rook, and is looking pretty good.

Only if you do 4.Rxb2

If you do 4.f7 then you effectively end up with the same result as the solution but because I "switch the order" then the program considers I failed the puzzle.

Right, my analysis was incomplete.

The correct move for black is not 3...b2, but 3...Rc1, preventing mate. By prematurely moving the rook to the b-file, white gives black time and an open file for his rook to recover and stop the pawn.

1. ... Rh1+
2. Ke2 b3
3. Rb5 Rc1
