After Qc2, Black goes Qe5, stopping whites threat. Qc1 and then black goes Qe5 white goes Re1, I guess.

1. Qc1 - Qe5 2. Re1 - Qd6 and i see no threat.. 3. Rxe6 doesnt mate
Seems that: 1. Qc1 - Qe5 2. Qa3 (aiming e7 and f8)
so that would be why is Qc1 and no Qc2. Thx
