Yeah but if the pawn is promoted to Queen, Rxf1 is a checkmate. So the problem remains...

will mate.

Rxf2 loses

1. Kh1 Rxf2
2. Qe4+ Kh6
3. Qe3+

After this, black's problems are multitude.

Even after

black cannot force a win.
