what is the reason the Queen must withdraw and sacrifice the rook?
Couldn't White play Rb6 instead?

I thin that 2.Rb6 will run into 2...Qd3+ (forking the rook on f1).

1. Rf1 c4
2. Rb6 Qd3+
3. Qc2 Qxf1+
4. Kb2 Re2

is one possible continuation.

1. Rf1 c4
2. Rb6 Qd3+
3. Ka1 Qxf1+
4. Qb1 Re1

is also possible.

These are just two examples to show you how much trouble white is in,
