Why is

1. Kxf3 Ka4
2. Ke2 b3
3. Ne3 b2
4. Nxc4 b1=Q


not even mentioned as alternative solution?

Because 1 ... Ka4 leads to a draw.
1 ... Ka4 is met by 2. Ne3, which draws. Here are some typical variations:

1. Kxf3 Ka4
2. Ne3 b3
3. Nxc4 draw

1. Kxf3 Ka4
2. Ne3 c3
3. Ke2 b3
4. Kd1 b2
5. Kc2 draw
