Why Qe3?

Why is White's best response to Nxe3 Qxe3? There are a lot of alternatives, I do not see the impending danger of the knight so critical that white should sacrifice his queen?

2.fxe3 leaves the White king totally exposed after 2...Rxg3 3.Kxg3 gxh3 4.Kxh3 Qh6+.

I only got it right on the second try, a complete guess!

I think 2. Rg1 is worse.
