Why not Rf3?
It threatens Rh3 and mate soon after.
If black moves the queen to b2 to threaten the rook, then white takes the black knight and exposes the queen to a double attack.
Black's best countermove to the mate threat of Rh3 is to take the room on f3 and sacrifice the queen.

I think a better counter move from black to Rf3 would be Rd1 check and black then has some chances.
