Because the only way to avoid 2-....Qe1+ 3-Kg2,Rg8+forcing mate is 2-Qa1,Qh1+losing the queen.

For me there are more options,
2) Qa2+
or
2)R e2

2. Re2 loses immediately to Qh1#
2. Qa2+ Kf6 and Black's threats are still there.
