the fastest way to make check-mate isn't 1.Kd3 Kd8 and then 2. Rh4.... ???

I think you mean Kd6 - and no, that doesn't work: 1.... Kd6 2. Kd8 Kh4 3. c8=Q and black has a queen to contend with.

It's a perfectly decent tactical exercise, in that there is a clear winning line, and only one. The given solution is the quickest way to guarantee the capture of the pawn.

Good point, I overlooked this! But white then has the cunning underpromotion 3. c8=N+, and the position is drawn.
