who would ever give their queen away?
I don't see how it is a profitable exercise. No one SHOULD ever give their queen away without the promise of a material or serious positional advantage.

After 1...Ne4 Black is threatening mate with 2...Rxf2. If White tries to stop it with 2. Qf5, he gets mated with 2...Qxg3# There isn't much that White can do, if anything.

I see more clearly how hopeless white's position is...
so, queen to f8 is white's way of resigning?

Qf8 is a computer's way of delaying the inevitable.
