Why Kh1?
Why would white move 3. Kh1?
If he moved Kh2, it would be back to the starting position and ultimately end up as a draw through repetition. White is a rook up but he's going to lose it here and be under attack so would surely go for the draw? - which happens later under the "continuation".

I think 6.Kf1 would also compel Black to force a repetition draw.

i think, at this stage, white still has winning chances.
So why should he not give some material, to (still) avoid draw an try to gain back the initiative?

A very hard problem.
