Why not the Queen
I have never quite understood why you would promote to a rook when the queen can do the same. Maybe a question of elegance.

Read "mfeeney93's" comment. If black plays those moves white stalemates with 2. Qxh3.

If 1. ..., Kg1, white is obliged to take the h3 pawn to avoid the black king returns to h1 (otherwise it's not possible mate in 3), so white has to under-promote to rook for avoiding the stalemate.

Why promote to a Rook and not a Queen?
Promoting to a Queen still aloows the same mate - why does the puzzle only allow you to promote to a Rook? Surely this is a flawed chess puzzle.

@burty, there's three possible moves for black on black's second move. if you promote to a queen, black would make the move that would create a stalemate with the same attack by white.

Blackmonkey's right (as is mfeeny93),

to make it clear...

1. h8=Q Kg1
2. Qxh3 stalemate

Promoting to rook instead prevents the stalemate and allows a mate in 3
