yes. the white rook on a1 caused the puzzle to have alternative solutions.

Black only needs four pawn captures, so it is legal. Is there nothing to do about the dual on move two?

I'm afraid there's nothing I can do about that. I can't place another black pawn because there's already eight of them. And I can't place a white piece in there neither because it will just create more alternative solutions (probably much shorter ones). The old saying fits in this situation where you can just take it or leave it.
