I believe he made it. Cause if it was a game, there would be more pawns on the board like Wpb2; Bpb7. Something like that. And a composer composed this, Don't composer's usually compose puzzles like

puzzle #62999....?

It is similar to

puzzle #132, but in this problem a lot of material has been picked off and it also works better. Of course this position doesn't simply appear out of the blue, so who did that, and what extra information was provided? I'd like to know.
