depending on blacks move this could be a hard puzzle...

first one is tough but if you get certain moves by black this is very easy

Tough first move!
Try solving the puzzle completely without moving any pieces. Then you'll appreciate why the first move is so important.

I spent ~3 minutes on this one, which is a fair bit of time for a 2-mover. Nice!

Can someone tell my why black can't just simply rook to e3 to prevent this mate?

Simple, because black doesn't have a rook on the e-file or the 3-rank, and therefore can't possibly move a rook to e3.  

If you're referring to the bxe3, then check out the moves list once the puzzle is solved and you'll see...

1 Be3 Bxe3
2 Qd1#

Actually, this would still be mate, even if black had a rook on e3.

Oh, I meant black rook to d3, taking whites rook, protecting his king from the mate and making himself able to take whites bishop/rook in the next move. Kind of a good move, no?
