The one I use most is ChessPad (  www.wmlsoftware.com ), which (while not the shiniest program out there) has a lot of features for its size. If I'm annotating my own games, I often use a different program called ChessCat ( www.chesscat.loncarek.de ), which is a little more intuitive for that purpose. But there are literally dozens of PGN readers out there, so don't hesitate to download a bunch and see for yourself which one you like.

ChessPad is the best, by the way. Never encountered a better chess program

Yes, the website works, the link to the download works, but... the downloaded program doesn't install ChessCat on your computer, it installs Plasma Pong. :-)

There is a free ChessBase "Light" version that I tried a while back, but it seemed to be a weird balance of too many less useful features vs. too many restricted, more useful features. You might want to give it a twirl. www.chessbase.com
