The new rule for tournaments states: "The first 2 rounds will be considered finished when 99% of all games in the corresponding tournament section have been completed." You will receive an e-mail from Gameknot 7 days before the start of the next round. For details, see  gameknot.com
In your case specifically: the intermediate section of the 48th GK tournament is now 96% complete, 3209 games are finished and 119 are still going on.
The remaining games are mostly between slower moving players (or people who took longer timeouts) as I see very few games with high move count. 17 of the games have only 20 moves or less. It is likely that for these games the new rule will make a difference. Still I would not expect the tournament to finish this month...
