A: If a rated game ends with less than 3 moves, it will not be counted as a win (so called "short game"). The reason is, it's hardly possible to show that someone was winning a game after only 2 moves.
Please note however, that losing a game by time-out will always negatively affect your rating and stats regardless of how many moves were made (unless the game was started as unrated of course). Also, please note, that in chess moves are counted in pairs — i.e. 3 moves means
both players made 3 moves each.
