Add to your ignore list
should do it. You can find this on your profile page (approximately in the middle of the page)

[ Postpone games | My stats/profile | Ignore list ]
Click ignore list, add his name. Bingo. He will no longer be able to challenge you, nor send you private messages. It's possible you could still play each other in a tournament, though it's very unlikely.

Oh yeah, don't click ignore list on my post, go to your main games list, then click ignore list. I'm sure that was obvious, but you never know...

Note: please be polite and don't challenge somebody more than once if your first challenge was declined.
