Hmm, yes, that seems a bit weird indeed. You can set that limit to 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19 & 20, whatever you want. If you are playing that number of ladders games or more, other players cannot challenge you. But if you play less than 5 ladder games, others will ALWAYS be able to challenge you to a ladder game. (5 is the minimum)
