I have
Megabase 2003 and it is nice but my computer is not happy wen i open that program.

What is PGN mentor? Its like some personal database?

it is a database. i have al my own games in there and i also include any pgn file i can find on my opponents or openings i will play..
so for example i play against tactical abyss i will download his pgn database from GK and if we play for example a french opening i will also include the entire french database to the pgn mentor.. ( www.pgnmentor.com ) this gives me inspiration and a good jump start for any game.
