More specifically, Black resigned because he is a piece down, and recapturing it (22... Qxe6) loses to 23. Qxb7+ Ke8 (only move) and White has the luxury of choosing 24. Qxa8+ or 24. Rge1.

Black's resignation was justified by the way. I just played this game for a few more moves:
22. Nxe6 Qxe6
23. Qxb7+ Ke8
24. Qxa8+ Kd7
25. Qd8+ Kc6
26. Nd4+ Kd5
27. Nxe6+ Kxe6
28. Qf6+ Kd7
29. Qxh8
And white is up 16 points (although a checkmate may have slipped my eye there).

If black recaptures with the queen, it is forced mate practically. ...Qxe6 23. Qxb7+ Ke8 24. Rge1, and the queen is lost; from here there are various mating sequences depending on how black reacts with the queen.
