If I recall there were and possibly still are legal challenges to phase 4 of the project. Note: phase 1,2 & 3 are in place and I believe operating. A piece of this issues is that Canada also wants to market their oil to other markets and phase 4 improved on their ability to do that. Gulf area refineries and ports naturally want phase 4 but those up north would rather not have the pipe line crossing their property.

The problem with the pipeline up-North is that it causes an economic boom-town during construction and then dies.

The Canada oil is great for Texas, but to say "Just a few years back, America desperately wanted that oil" is a bit overboard because virtually ALL Canadian oil product is being exported. Better to say: "The Oil Industry desperately wanted (a piece of) that oil (money).
