Tatics V. Strategy
As we know, strategy is long term plans, and tactics are short range plans. Now, there's something called tactical motifs, which is known to take precedence over strategy. It's basically the plan the entire time. So, while thinking and anticipating what's going to happen, over the course of several moves. Most of chess is tactics, believe it or not, and those motifs play a powerful role. One example, was a recent game I played. Yes, I was winning, and was far ahead, could've won a pawn. But, I found a different move which involved tactical motif as it resulted in mate even quicker. By doing this, I delievered mate in 3-4 moves. So, the way to remember is that tactical motifs are often very powerful and play a major role in how well you do, as well.

Tactics

A tactic is a short sequence of moves, usually involving an attack or capture, that attempts to make an immediate tangible gain. Tactics are the first thing you look for when considering any move. The common tactics have been given names to distinguish them. Some of the most common ones are:
•Forks
•Pins
•Skewers
•Discovered Attacks
•Removing the Guard


Strategy

When you aren't able to take advantage of a tactic, you turn to strategy. A strategy is a long term plan or idea. It is usually based on positional considerations, rather than attacks and captures. Some of the common positional elements that form the basis for strategy are:
•Piece Mobility
•Piece Safety
•King Safety
•Pawn Structure

Tactics and strategy are intertwined with one another. Strategic moves often have the objective of setting up future tactical maneuvers, and vise versa.

For the novice player, tactics is by far the more important consideration. Almost all games below the master level are won and lost through tactical mistakes. This thought should guide the study of the improving player. If you want to improve fast, study tactics!

Yes, I absolutey agree with redfox17, and as they say, "99% of chess is tactics". And, the tactical motifs are the specific kind of tactics, like what the idea behind the tactic is. In fact, of all 5 mentioned, 4 of them are tactical motifs. Even the fifth has some tatical motifs, as well. I say so, as opposed to, just tactics. But, this is where, tactics at basic level, as you put it, overrides strategy.
