It fell prey to a cyber attack by hackers inside Russia. On Monday the Biden Administration told us that "right now there's not a supply shortage and no supply disruption." On Monday evening they said, "We're monitoring supply shortages." And on Tuesday the Energy Secretary Jennifer Granholm said, "It's not that we have a gasoline shortage, it's a supply crunch." They couldn't even get the message straight, let alone resolve the problem. Ironically in order to remedy the problem, Biden had to reinstate Trump policies on deregulation that Biden himself had reversed.
