but why does black refuse a bishop, both on offer and the rook! ?

After Bishop b3-d1.
If black takes the rook on e3, then Bishop d1-f3, Kd5-e5, then Bishop h6-g7 and mate.
If black takes the bishop on h6, then Bishop d1-f3 and mate
