I don't get it. What does white do about
1. Qd4 Kg6
2. Qh8
for instance?
2. .. g4+
3. Qe6 Qd8

2. .. Qe4
3. Qg8+

Is black trying to trade queens? What is the goal?

I think 2...Kh5 sinks White

2.Qh8 Kh5 3.b5 g4# (3.g4+ fxg4+ 4.Kg3 Qf3#)

Ok so the problem is the black king getting to h5. White needs to get access to f7 to stop that. The only route I see is 2. Qa7. Then 2. .. g4 3. Kh4 Qf6#.
