White loses because he has to move, but every move he can make is a losing move.
Black threatens 2...Q×Q#, since White's Rook is the only piece that can move, and by moving, it abandons its guard on b2, the Queen.
The key point is the x-ray attack of the Rook on a2. It's a quasi-pin, since the target is not a piece, but an empty square, a2, but it's a mating square. White's Q cannot leave the second rank (e.g., 2. Q×e5), lest Black plays 2...Ra2#.
