 Five moves is sufficient...
From 5 moves on (not sure about the 4th move specifically, off hand) time out counts as a loss and both sides' ratings are emended according.
I agree this isn't altogether satisfactory, but is probably the best compromise GK could come up with. Players get 4 moves' law; that's it. The lofty 2100+ rating I had a while back was in significant measure due to timeouts - several of brief duration. Lately, my opponents have been less obliging...
