Rating manipulation
How exactly can I report a clear case of rating manipulation??

... you can access Contact customer support page (gameknot.com), write the description of the issue (eg: report rating manipulation to gameknot) and then go to the last question and follow the instruction to send GK a message.

In Q21 (gameknot.com) it is said that:

"If you have a concrete evidence that someone is cheating, please submit a formal complaint, and we will review the case. Please make sure it is not a mere "I suspect my opponent is using a chess program", or "his/her moves feel too computer-like". Unless we can conclusively prove that a player is cheating beyond any reasonable doubt, we would very much prefer to wait until there is more evidence available, instead of accusing a completely innocent player."

By analogy with this answer, I think that if you have concrete evidence of rating manipulation, you can report it to GK.

Just my opinion,however...
At honeytrap's rating along with her opponents which average 1329 according to her profile,I serious doubt that there is rating manipulation at that lower level,otherwise her opponent would be winning game after game if they were using a program and that specific opponent would have a much higher rating than 1300+ or even 1700 as one of her opponents had at her highest challenge.Now,the only exception would be "someone"who perpetually drops out of game after game,early on in the game(usually)with no piece loss and no real disadvantage in position.Then with either a team or any kind of tourney,I would assume this could perhaps hurt a team or advance someone else in a tourney which to me and at her and her opponents rating level would be not really happening or extremely rare.Anything from health concerns,computer problems and other things are common issues.Proving this with"concrete evidence"are easy words to write as she has,but "really"proving these things from the standpoint of a 1200+rated player or her opponents at 1200 to 1700 is another thing.
So,I doubt its actually happening.Not impossible,however.

Nothing you can do
Other than submit a report as sodiumattack clearly outlined, there isn't anything you can really do. You see rating manipulation every so often here and it's pretty clear when it happens. However, how are you going to prove it?
Look at fourth round of the Advanced section of the 200th GK tourney.

Are you telling me the winners of Groups #1 and #2 (I was in Group #1) won that handily this deep in the tournament with ratings that are 100 to 200+ lower than the other players? Yeah... No! Either one of two things are likely going on: 1. They use a computer program in the tournament (less likely); or (2) they play their best for the tournament and selectively resign their other games to keep their ratings in the range they want. I think it is this latter action that they take. Is that technically against the rules or cheating? No, I don't think so. (This is why GK put in a rating floor mechanism.) Is it unethical and shows a lack of sportsmanship and respect of the game? Yes.
But, can I prove it? No. So, I shrug my shoulders and move on to the next game.

Tourneys are one thing,but we are not sure that honeytrap is even talking about any kind of tourney at all.Rating manipulations and other things can occur on a non tourney,individual basis as well.
Is rating manipulation actually cheating?Some say yes,others no.Using a program is cheating,but proving it is another thing.I see artificial rating inflation between two opponents occurring quite often,not a team or tourney.Proving it?No.But when 2400+players resign a game after move 14,for example and there is no loss of material or bad position and the game is still in book,it is obvious.I also see a few 2300-2500 players resigning being only one pawn down.Others purposely slash their rating
from,say,2500 to 2300 by all of a sudden timing-out 15-20 games all at once,rather than
taking a time-out.If that is not rating manipulation as well as giving artificial rating points
to others(as a gift?),I do not know.I stay away from tournaments and teams,choosing not
to get involved with the issues.I prefer the lone wolf approach.
