Sorry, but you're making the same mistake I just made here: you are forgetting about the white pawn on e7. If 1...Rc4 then 2.e8Q+.

Therefore 1...Re4 is clearly better, because if now white were to play 2.e8Q+ then black could just take with the rook (2...Rxe8) and the white rook on e3 can not recapture because it is still pinned against the king.

Im thinking big picture having two white pawns on the 7th rank, f7 and e7
