I'm not sure which move you are talking about. 2. Qc3 threatens mate on the next move.
2....Qxb2 is the only way to stop the mate on the next move, unless Black wants to delay the mate by playing 2....Rf6 3. Qxf6 and White mates with 4. Qg7.
