After 1... Rh1 this game is not a draw because it's white's turn: if it is black's turn it's a draw
(1... c4 2. h7 Kc2 3. Kg7 c3 4. g6 b1=Q 5. Rxb1 Kxb1 6. h8=Q Rxh8 7. Kxh8 c2 8. g7 c1=Q 9. g8=Q draw or also 1... b1=Q 2. Rxb1 Rxb1 3. h7 Rh1 4. Kg7 and so on).
White doesn't play 1. h7 because of 1... c4 2. Kg7 Kc2 3. g6 c3 4. Kf6 b1=Q 5. Rxb1 Kxb1 6. g7 c2 7. h8=Q (g8=Q c1=Q 8. Qb3+ [8. h8=Q?? Rxh8 9. Qxh8 white loses] Ka1... draw) Rxh8 8. gxh8=Q c1=Q draw.
So white does:
1. Kh7!! Rh4
(1... Rg1? 2. g6 Kc2 3. Rxb2+! Kxb2 4. g7 c4 5. g8=Q)

I still think its a draw
I edit on your comment, just to argue that the moves you purposed (as in fact Rh4) keeps the game a draw

I concur with the others
This is a draw. What happens if black plays 6... Rxh5? After 7. Kxh5 c2, you can't separate the king from the pawn, so you either have to let it promote and you have the theoretically drawn queen and king vs. queen and king ending or you have to keep on giving checks, leading to a draw by repetition.

It pisses me off that I'm losing points on tactical puzzles that nobody has bothered to check for accuracy.
