Technically speaking, there is actually one way Torre can avoid immediate mate. 23...Q-R5 diverts Adams' Rook, allowing 24 RxQ RxR ch 25 NxR, and the mate threat is lifted. However, in this variation Torre would be down a Queen without any compensation, so "resigns" is the call.
